   2. Action: LA must consider the implementation of key measures within 20 years.
   3. Some Other City: A Pocket Bikeway network will be the engineering focus in Culver City or Glendale.
   4. Transformation: Neighborhood pilots projects to create pockets of ultra bike friendliness, outside of Los Angeles&#039;s jurisdiction.
   5. Strength: Any new plan should go through a full problematic bickering.
   6. Intelligence: Evaluate success by measuring progress against stereotypes, fantasies, assumptions, and wild accusations.
   7. A Generation: Impose law enforcement guidelines that ensure that every child who rides a bicycle also gets to ride in the back of a police car.
   8. Justice: LAPD will discard all training materials in cyclists’ rights, laws concerning cyclists, and practical bike training.
   9. Execution: Move Bikeways out of LA.
  10. Democracy: The plan must be approved by bureaucrats, or not at all.
  11. Total: The six Is - Ignorance, Imposition, Idiocy, Illusion, Inhibition, Incrimination - give the structure of the plan.

Education is a very important step in getting the next generation, and their parents, to get out and ride.

When I went to elementary and jr high in LA and the Bay Area, they had several &#039;bike safety courses&#039; after school. If your brought your bike to school, they taught an hour course that covered safety, fixing flats, avoiding cars, doors and objects, riding at night and a bunch of other stuff. The teachers were always enthusiastic and fun, and we had races on cone courses (with a big plastic car door that swung open at random intervals) to learn balance and reaction times.

Those courses are probably one of the reasons I&#039;ve always had a bike, no matter where I lived, even if it was a bike unfriendly town.</description>
